Manhattan's Constraint Is the Sidewalk
Uptown there is no lay-down yard. Material arrives on a scheduled window, moves through a lobby residents are using, and rides one elevator shared with strollers, grocery carts and home attendants. Debris leaves the same way it came in.
On PACT Renaissance Collaborative, that logistics problem repeated across uptown sites in four neighborhoods — apartment after apartment, none of them vacated.
Washington Heights & Sugar Hill
Both Manhattan programs run through the same uptown neighborhoods. At 99 Fort Washington Avenue the finished kitchens went in above occupied floors; at Audubon, Bethune Gardens and Marshall Plaza the same spec runs across three more buildings, still in progress.
Why NYCHA PACT Work Concentrates Here
Manhattan holds a large share of the city's PACT and RAD preservation pipeline, and that work has a hard rule: nobody moves out. PPR's Manhattan record is built entirely inside that rule — which is also why owners of privately held uptown buildings hire the same crews for straightforward vacant turns.
