The Job
The Municipal Housing Authority of the City of Yonkers partnered with D+B and L&M Development Partners on a RAD conversion covering three developments: Schlobohm Houses, 415 family apartments; Walsh Homes, 299 senior apartments; and Flynn Manor, 139 senior apartments. Twelve buildings, 853 units, all converted to project-based Section 8 and all rehabilitated without residents moving out.
PPR renovated apartments: kitchens, bathrooms including floor replacement, new finishes and paint.
PPR's Scope
Every apartment PPR turned here got the same treatment:
- Updated kitchens
- Updated bathrooms, including floor replacement
- New finishes and paint throughout
Windows, roofs, boilers, elevators, lobbies, security systems, parking, landscaping and play areas sat with the wider program. PPR's line ran through the apartments.
Renovating With Residents in Place
Nobody relocated for this conversion. Access windows are set by the household, not the schedule, and a kitchen out of service is measured in hours rather than days.
PPR ran the same occupied-building method at Baldwin Oaks in Parsippany, PACT Renaissance Collaborative and Audubon, Bethune and Marshall.

Finished in 2019
This one has been finished for years. The units have been lived in and maintained since — a different kind of proof than a photograph of a fresh install.
Apartments renovated around the people living in them.
Site Improvements
Streetscape, parking, landscaping and play areas across the campus. This is a design rendering of the wider program, not PPR's unit scope.

Occupied buildings. Hard access windows.
That's the version of this work we've been doing since 2019.
